We've discussed this here before.  Just put the include line as you would,
seemingly conditionally including it.  I WILL always do the include job, but
since it's between an if-clause, it will only execute the code when the if
is true (or false, or whatever it is), reaching the effect you want.  Just
try it and see what happens.
