301 Moved permanently - how to?

Okay,


problem =

My site is now under its own domain name and the former url will be
de-activated on february 28th.  I need to make it clear to the search
engines so that they actually keep the data that has been submitted up till
now, except the URL.


solution =

Set up a http header with  301 - Moved permanently error code including a
redirect to the new URL.  Some robots understand this and will update their
database while spidering (eg. google).


but...

How do I set up a header so that this is achieved?  I have access to
.htaccess, php, perl cgi.  If anyone could help me out on this, I'd be very
grateful.
