Yes it should be text/css and yes it is a reality.

Recent versions of Gecko based browsers (Mozilla and Netscape) usually will 
not render style sheets if they are sent with the wrong http type.

Put the URL to your CSS file in here:

http://webtools.mozilla.org/web-sniffer/

and check the VERBOSE box to verify your server is sending it correctly.
