ordered lists question

I've been searching for a way to easily make an ordered list in which
nested ordered lists continue the outer list's count but add an extra
decimal place. For example:
1. section one
1.1 sub-section 1
1.2 sub-section 2
1.2.1 sub-section 1 of sub-section 2
2. section two
2.1 etc.
My impression is that this isn't possible with HTML or CSS1, but I
haven't found a definate answer yet. Could someone please let me know
how to do it if it's possible, or "just say no" if it isn't? If it
doesn't exist, are there any proposed specs that would add this
feature?
