anchors in html email

I'm creating an email with html formatting in it. The designer 
specified a clickable table of contents at the top of the message. In 
all my tests, clicking on a link that points to an anchor embedded 
within the email will always open a new browser window and link to 
the anchor in the original html file (which is available on the web). 
I've tried using a <base> tag but can't figure out how to code it so 
that it forces the link to stay within the email document and not go 
to the original page.

Any ideas?
