keywords in Japanese in meta-tags possible?

Hello all,
I've just finished a small bilingual web site in Japanese/English.
All is done and up and running and my client is all happy.
The Japanese section is in "CHARSET=Shift_JIS" and the English
section in the usual "charset=iso-8859-1". Everything displays just
fine.
However: I wanted to add keywords in the meta-tags. English is no
problem, but for the Japanese I just get "gibberish". Does anyone
have an idea on how I can make the keywords display in Japanese? Or
maybe somebody has some experience with other languages with
different encoding (Chinese, Cyrillic, etc.)
I did some "homework" and went through more than a handful of
japanese web sites. None of them uses meta-tags for keywords, or
descriptions for that matter.
Or, maybe, somebody can point me to a place where I can find more
information on how to place keywords in Japanese into metatags.
