rollover mystery - Sherlock Holmes wanted ;-)

Dear all,
I was asked to help fix this problem, and it turned out to be quite a
mystery. It's a re-design for a local nonprofit, done by taproot
foundation volunteer group*.
They are pretty much ready to go, but there is a really odd rollover
problem: The rollover for the fourth subnavigation link on the left
hand side does not work, and that happens *only* in Internet
Explorer, both on Windows and Mac. All other common browsers display
the rollover as intended.

I'm at the end of my wits, cannot find the "trigger" for this odd
behaviour... and I really would like to help them with this annoying
little thing.
Any thoughts are very much welcome, and needed.

*ps. for those wondering what the "Taproot Foundation" is... Here is
their site: http://www.taprootfoundation.org. A very interesting way
of getting professionals involved in meaningful projects to support
local nonprofits. I do web project management for them.
