First, change your document declaration to this:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Frameset//EN"
  "http://www.w3.org/TR/REC-html40/frameset.dtd">

Also, the "frameborder" attribute doesn't go in "frameset" tag, it only
goes in the "frame" tag.

I'm pretty sure there is no such attribute as "border". I don't see it in
the HTML 4 spec anyway. Of course this doesn't mean that it won't do
something in a browser, just that it's not "real" HTML. This goes for
"framespacing" as well, BTW.

Finally, put your "noframes" stuff in the top level frameset (i.e. before
the last </frameset>, and leave out the body tags.

That should do it, good luck!
