What happened to tiling images?

Hi all,
I used to be able to tile images using the BACKGROUND attribute, like as =
follows:=20

<TD BACKGROUND=3D"images/backgrounds/rg_top.gif"><IMG SRC=3D"images/backgro=
unds/rg_top.gif" ALT=3D"" width=3D3 height=3D17></TD>

While IE displays tiling images fine, NN doesn't seem to anymore. I've =
noticed this on a couple of different sites.=20

What gives? Any suggestions would be appreciated.=20
