Commas in keywords

When writing your keywords, if a two word phrase is used, such as
"Miners Welfare", what difference does it make (if any) between the two
forms below

foo, bar, miners welfare, foo, bar

or

foo, bar, miners, welfare, foo, bar

The difference being the commas. My answer is that it makes no
difference as both words will be indexed by the search engines, does
anyone have a different idea?
