Javascript question and layout issue

I have two frustrations nagging my booty right now that I can't see to
figure out. I'm working on a new version of a site I've been maintaining,
the demo version is at:
http://www.nmu.edu/www-sam/cont_ed/new/next.htm
My two problems are:
1. In Internet Exploder I can't get the images in the first and second
frames (at top of the screen) to line up. The line appears between
"contact us" and "current events"... it lines up perfectly in
netscape.
2. I'm using a couple of buttons on the lower left for backwards and
forward funtion, because ideally this site would be reached from
another page that would open up a window without the browser's
deafault buttons at top. Again, these buttons work fine in
Netscape,
but IE seems to ignore the target part of the function and acts
globally. I want them to only reference the "main" window, which
is named "main" in the frames document.
There's always been someone on this list with the insight to help me
before, so my hopes are high.... :)
