What you meant to write was:

    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0//EN">

and:

    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Frameset//EN">
