You are 100% wrong. He is a she and meant every word.

There are two versions of html 4.0 - html 4.0 and html 4.0 transitional.
Html 4.0 is a strict version and does not allow any stylistic elements or
attributes. These elements/attributes are neither depreciated nor
discourages but invalid - meaning their usage will be flagged as syntax
error. Html 4.0 focuses on structure leaving the presentation to CSS.

"Background,  text, links, width, height, etc. are no longer valid" means
the background, bgcolor, text, link, alink, vlink are no longer valid
attributes of the BODY element. The width and height are no longer valid in
e.g. the IMG element.

Html 4.0 transitional is a loose version. All stylistic elements/attributes
are depreciated.  Their usage is discouraged but not illegal.
