I'd rather see the content of home_content.htm as content of the NOFRAMES
element. There isn't much point in telling me what I already know so I'd
take it as finger pointing - which I find quite rude.

As the home_content.htm will most certainly target the frames I'd create a
new, free from target/name attributes document and use this file as content
of the NOFRAMES element.

You should also remember that most Opera users disable the frames option and
any mention of them will only make them mad.

In addition you should provide a well visible link helping users who cannot
disable frames to get out of them. Just because my browser supports frames
doesn't mean I like to use them.
