There are two types of values: name token and string literal. String literal
stands for "(almost) anything goes". That includes the characters < and >.
The > character in the attribute value can however be interpreted as a
delimiting character in older browsers and should therefore be replaced by
an entity reference
Note - string literal must be quoted.
