I just picked up a copy of NN4 but haven't installed it yet so had no 
idea it was doing this.

Probably because so many freeking THOUSANDS of idiot web page 
'designers' (read: 'knuckleheads') out there 'feel' that BASEFONT 
SIZE=2, or FONT SIZE=2, or FONT SIZE=-1 looks 'OK' on their 17" VGA 
(640x480) monitor, that TENS of thousands of people complained to N, 
and they kicked up the default.

Very sad.
