Whether or not this is correct, this is what works for me.
Place the DIV tags as far "out" as possible:

example 1:
<DIV align=center>
<H1><font size="+3" color="#FCFACB">Package Two</font></H1>
</DIV>

or try door #2
<H1 align=center><font size="+3" color="#FCFACB">Package
Two</font></H1>

The above code passed my BBEDIT syntax checker (DTD HTML 4.0
Transitional) which is generally pretty darn picky.
