Problem using graphic background with tables

Hello all.

I've come across an interesting (frustrating?) inconsistency between the way
IE and Netscape render background images used in tables.  This is for a web
site for the North Carolina Central University School of Library and
Information Science.  What I'm trying to do is use a background graphic of
the school's building in a large table.  It renders fine in IE.  In
Netscape, the background breaks up in a strange way.

I did some research and learned that this is a well-known problem and that
there is a solution.  The solution is to nest a table containing a
transparent background image inside of the table containing the background
image.  That's what O'Reilly says and I tried it.  It does work -- except
now I'm getting little square black blotches over parts of my background.
The blotches are only in Netscape -- everything looks fine in IE.

If anyone has the inclination to check it out, I'd certainly appreciate any
thoughts on what is causing the problem.
