I note you have narrowed down the problem to be a combination of Netscape +
Windows server + Flash

 Given the flash works in MSIE, I still don't think it's a server issue.
The
server should (in theory) send exactly the same content, no matter what
browser you use.  In addition, I did not have the problem with MY
installation of Netscape 6.2, connecting to the same server.

 I note too that you say flash works in Netscape when on a Unix server.
Just
to be sure....   Are you loading the SAME page with the same Flash buttons,
or a different, perhaps older one?  Maybe your Flash player in Netscape 6 is
older than the version of Flash used for the buttons?

They do mention some problems with Flash in Netscape 6

 Perhaps one option to get to the source of the problem is to put a site
that
you are having trouble with on both a Windows and Unix server (exact copies)
and test them in IE and Netscape.  If you have one without adult content,
I'd be happy to have a look at both and report the results to you.

Also have a look at some other sites that use Flash (you'll find plenty of
examples at Macromedia).  See if any of them have the same problem.

<OPINION>
I would not use Flash for simple buttons, especially if you offer no
alternative for those people who do not have the appropriate plugin.  To me
that's like using earthmoving equipment to fill a single bag of sand (AKA
overkill).  Netscape 6 does not ship with the Flash plug-in.  Do you expect
people to download the plugin just to be able to use your site?
