First thought, as this is a common problem...

You probably haven't got the select box inside a <.form> <./form> element.
Netscape won't display form elements unless they are actually inside a form.

Having now looked at the source, there is indeed no form set up.   Try that
before anything else, even if you set it up without action and method.
