Kosha,

We have started putting an "expiration" notice in our contracts.  The 
contract amount is  "due in full" if the site is not completed within a set 
period of time due to client delays.  (Of course, I'd never enforce this if 
there were reasonable extenuating cirrumstances, but I am protected and I 
have a "stick" to go along with the carrots.)
