Like the background. Blue wakes a sense of confidence in the visitors.

Navigation is great, kind of original.

Does the header_lts.gif have to be a image. Text would load quicker.

Colours are nice.

ALT tags could be a bit more descriptive (I'm really tired of repeating it).
Blind readers wan't to know whats on the page too. Check out

Meta tags would be useful, especially meta keywords and meta description.

Again meta tags. You could use Title tags too, by thinking of it.

The photo3.jpg doesn't have ALT tags, ALT tags could be a bit more
descriptive :-)

Layout is pretty nice.

BTW: I agree with Juliana, Comic Sans is not the best font choice, it looks
a bit unprofessional (but then again maybe it fits on a page relating to
children. )
