When you talk of highlighting text to make it visible over the image, I
wonder if what you really mean is that you want to make the background
image faded enough not to get in the way of the text?  One simple way I've
found of doing this is to load the image you want to use into PSP, go into
COLOR - ADJUST - BRIGHTNESS / CONTRAST, then turn the contrast down and the
brightness up.  Start out around contrast -50%, brightness +50%, then play
around until it looks right (sometimes I go as high as contrast -80% /
brightness +80%).  That will fade the image nicely so that it will sit
quietly in the background without obscuring text.  If you want, you can
then go into COLOR - ADJUST - HUE / SATURATION / LIGHTNESS, and turn the
saturation up to get a bit more colour back into the image.
