graphics smearing

Hello all
My problem is my graphics on a clients page keep smearing. I have tried all of the suggestions of the export to gif89a, fixing in different program other than PSP, and Image Composer, etc...
I have redone some of the other graphics on the pages as well these, but these are the only ones that smear, or change color on me. Any suggestions? The graphics are the second 2 on this page (the first of the 2, colors keep changing on me even after I use web safe colors)...http://www.geocities.com/Eureka/Plaza/5063/specifics2.html
