Assuming you have Photoshop:  Before you do anything, save the file as a 
different name.  Then size it down by using Image-Image Size.  After you 
sized it down to whatever you want, be sure to sharpen the image using 
Filter-Sharpen-Unsharp Mask.  Then save the file.  Hope that helps.
