fuzzy graphics when resizing...

Hi all. I'm trying to size down some building floor plans. They are
given to me as greyscale tifs, and they are simple line art type mech
drawings. But when I size them down from their original 1,200 pixels
wide to 300 pixels wide, the descriptive text within the drawing isn't
legible. I've tried everything I can think of from resampling in rgb,
sharpen filter,  to unsharp mask, and I just can't get clarity. They
are for a magazine going on-line, and these same images are crystal
clear in the print magazine. Anyone have an idea what I'm doing wrong
with these? I'm using Adobe Photshop 4.  I've never run into this
problem with resizing before. =20
