Well, the only time I've seen exactly that error message is when a) someone
messed up the FrontPage security (used by Interdev) so that no author had
permission to destroy the lock file, but that was when trying to edit rather
than just browse. b) When I tried to use a DSN with an UNC path in it.

All the documentation suggests NTFS permissions for the IUSR account as
being the most likely problem. Have you checked for a stray lock file in the
database directory?

Is the database username and password correct. Could be a simple typo
somewhere. If you're using DSN-less connection are you certain that the
syntax is still OK and hasn't somehow got changed?

Have you checked the security log on the server (as well as the web server
logs) to see if that shows any errors? You try regmon and filemon from
www.sysinternals.com to see what's actually failing.

Can't think of anything else at the moment. But don't reinstall, as you've
discovered, you've got to remove it first and it usually causes more
problems than it fixes.
