options depend on the number of emails you need to send, if its less than a
few hundred at a time, you can manage these using a combination of excel or
access and mail merge in word to merge individual emails, these will turn up
when the merge is run in the default account in outlook express or outlook.

as these are programs that your clients are probably familiar with its not a
big step and the cost is minimal.

however if you are sending out thousands of email newsletters you will need
a server based solution probably using perl, php etc.
