Yes this is true, if  your the admin and send the changes from the email
address you used for admin, then it happens that way.  But in cases where
you are moving a site from another server, from another Admin, and the email
address you have is not the same as the admin, and the old admin doesn't
agree to the move, for what ever reason. Then the owner of the domain is
required
to fax a letter, giving you permission, for you to make these changes
over and above the old admin!
