The Philippines

I have been asked to create a site which is intended to recruit nurses in
the Philippines to come and work in the UK. Because there is a lot of text -
a frames site seems to spring to mind.

On the list in the past I have seen threads about "designing for third world
countries" - does the Philippines fall into this category?

Has anyone got any views on what type of equipment is likely to be commonly
used in that part of the world?
