You need to have this as the very first line (but in < > brackets):

?xml version="1.0" encoding="iso-8859-1"?

Have a look at the second site in my signature.  This site is (mostly)
written in XHTML 1 strict (the first page is transitional).  The pages have
been validated without problems (See the button at foot of each page).

Oh, I'm not supposed to use tables for formatting in strict.  But it
validates, so I don't care.
