Depending on your platform, there are some shareware programs for image
mapping at:
http://shareware.cnet.com/

Also, www.coffeecup.com/ has an Image Mapper for $20.

And of course, it is built in to many HTML editors, FrontPage, Dreamweaver,
etc.
