even when using a resolution of 1024X768 and all button's are on the top =
row (the layer does not reach below the vertical yellow line) I still =
have this problem.  any other suggestions?

The first thing I notieed was the size of your buttons (108 X 36) and =
the size of the graphic (864X74) you placed them on.  The added width of =
the buttons on the bottom row could be causing the added space in the =
cell.

The other thing I noticed right off when I viewed your source code was =
the extra head, body and title tag pairs.  This will confuse most =
browsers.
