Validation Problem

The W3C Validation Service gives me these errors:

cannot generate system identifier for general entity "cpv"

general entity "cpv" not defined and no default entity

reference to entity "cpv" for which no system identifier could be generated

entity was defined here

This is a copy & paste code from Bravenet for a guestbook. Is there anyway
to "fix" it to pass validation?

I don't understand the code, is it PHP? And BTW what is PHP, LOL?
