I think Homesite which sells for around $100 would be your best choice.  The
reason I favor it is that my other favorite editor Hotmetal 6 is no longer
being supported well.

Homesite 4.5 has a WYSIWYG mode, is fairly easy to learn and very powerful
for the price.  You can get a shareware copy at
http://www.macromedia.com/downloads to see if it will work for your client.

I also use First Page 2000 at http://www.evrsoft.com which operates very
similar to Homesite, but doesn't have a WYSIWYG mode.  I find it is very
superior if you do a lot of scripting because of the built-in script
capabilities. The price is right since it is free.
