MSIE does not support fixed positioning. The only thing to do with MSIE
is to accept that anything labeled fixed will scroll with the page.
I recently had some time off to delve into this and I was somewhat blown
away that MSIE has not really made any advances in fixed positioning
since the release of the 4.0 browser back in October of 1997.
There is a JavaScript work around for MSIE.
It feels really weird that today HTML and CSS of MSIE is not as good as
other browsers like Mozilla 1.0, Opera 6.x or Konquerer.
