2 questions

Hello,

I have recently been thrown into creating a web site
with no real expereince in the acutal coding aspect of
web design and I have a few questions that maybe you
seasoned web slingers can answer.

1.  The site I have created www.nywd.uscourts.gov has
a background image that I must use.  I because of lack
of time and experience had to create four different
copies of the site to handle the 4 resolutions that
was deamed I must support. I have a javascipt that
will send the user to the approperiate copy of the web
site. I need to know is there a way that code can
resize the picture based on the resolution instead of
having four copies of the site?

2.  On the site I use layers (Dreamweaver3) to
position all of the content.  If the imagge could be
sized to the resoultion I would think that the layers
could be also if so any hints?  

3.  Any other hints/comments on how to do the site
better would be appreciated as like everyone has
probably expereinced being thrown into somthing a
fresh pair of eyes can see things in a different
light.
