I just read a little further on the URL I sent a few minutes ago and noted
that the <.HTML> tag is optional **if** there is a DTD.

It is my ~~~opinion~~~ that means if the doc doesn't have a DTD and it
doesn't have a <.HTML>, chances are very slim that document will display
_at all_.
