This has been irritating me with Mozilla/NS6.x for a while now.  One 
'hack' is that Mozilla *does* support the title attribute, so you could you 
use <.img src="foo.jpg" alt="alt text" title="alt text">.

If you have images turned off, then the alt text does display as 
appropriate.

I think that there is a bug for this in bugzilla (http://bugzilla.mozill.org) but 
I doubt that it's particuarly high priority.

PS: I know I shouldn't evangelise on this list, but my advice is to dump 
NS6.1 and go straight for Mozilla (which is what NS6.1 is based on).  
The current Moz milestone is 0.9.5, while NS6.1 was based (I think) on 
0.9.2.1.
PPS: In case anybody is interested, the latest Moz milestones now 
support the HTML <.link> tag which has been pretty underused but could 
be really useful.
