I've tried this, with no joy.  I've also tried adding vspace="0" as 
Pippa suggested.  Any other ideas?

I should point out that the bar is in a separate file and is included in 
the page with SSI.  If I view the SSI file directly, there are no 
spaces (but cutting and pasting the SSI into the main file doesn't 
help).

I thought that it might be something to do with my stylesheet, but 
removing it doesn't help.
