The term "vector-based" website would be referring to a Flash site.
Macromedia Flash uses vector graphics optimised for the web, so the
resulting files download VERY quickly. For more details about it, check out:
http://www.macromedia.com
Another big advantage is that scrolling isn't necessary!! When you resize
the browser, the page automatically resizes to fill as much of the viewing
area as possible. The BIG advantage of this, is that you no longer have to
worry about "what screen resolution" your viewers use :)
Time now for some disclaimers:
* yes, you can use bitmap graphics in flash presentations, but it
dramatically swells the file size.
* yes, you can make shockwave files scroll or use a fixed size, by
embedding them in a HTML page, rather than accessing the .SWF file directly.
