Let me further explain my answer.  You can't just go to the store and
purchase a software program to do what you want.  You can however, find
pre-written programs on the web that are free or are available for a
small fee.  Finding one that does exactly what you what is probably not
possible though :-)  When you are looking at the programs, they will
tell you what language/platform they require to run.  You need to keep
in mind that your (client's) ISP has specific versions of these
languages, if any, installed.  There is honestly a fair amount of
information that must be gathered and compared to make certain that what
you decide to purchase/install will work.  Going back to the fact that
the program you choose probably won't have/do everything you want, you
will probably still want to modify the code.  This requires programming
knowledge in whichever language the program is written in.

If you need any advice or recommendations, just let me know.  Without
knowing all of the information and specifics, you may be better off
moving your client to a server that supports a language and write a
program to do what you want.  I have these capabilities if you are
interested in discussing them, but please do not feel that any advice I
give would be such that it directed you only towards me as a resource.

You will need some sort of server-side programming language.  You can
use a cgi script (most often written in the language PERL), or you can
use the programming languages of PHP,ColdFusion,ASP (these are the most
popular).  These languages are/would be installed on the web server,
although you only need one.
