working with frames

hi,
This is my first time working with frames and I would like to get a critique.
I would like to know what kind of problems might *ahem* erupt on other
people's browsers.  The page works okay on my browser, so far.  Aside from the
frames, I would still like to get a general critique on the html,
compatibility, the look etc...
