Well, of course, this can't be done, really, for the reasons you describe.
But _this_ can be done: Create a new image which is larger than the image
you want to shadow. Use a background which is either transparent or which
matches the background of the page you will display it on exactly.
Make the original image - the one you wish to shadow - the active image.
Ctrl-A selects all; Ctrl-C copies it to clipboard. Now make the new, larger
background you just created the active doc. Ctrl-E will paste from the
clipboard. Place it in the new image where you wish. While it is still
selected, execute the dropshadow effect.
