Macromedia's Dreamweaver has and excellent mapping tool
built into its interface.

After importing the graphic of the US map into an HTML-
select the image and open the option to "image map"
It offers polygon shapes as well as the other standards.
With the "image map editor" open you can also
apply links to the shapes, as well as target and alt tags.

A real time saver.
