I have found Paint Shop Pro to be quite an effective little program. It is
very versatile, and a good tool for the beginning designer. You can download
a 30-day free trial version, and the program itself is fairly inexpensive.
There are also numerous tutorials out there on the web with ideas and
instructions for things to do with it.
