Moira's right on all counts, and I also recommend Illustrator as the best
way to work with paths. That's too often forgotten. They convert nicely
between Photoshop and Illustrator as well. For example, if you are wanting
to put text on a curve, it's nearly impossible in Photoshop (not
totally)... but using a path in Illustrator will solve that problem quickly.
I tend to use Illustrator for designing t-shirts and single-sheet flyers
more than web-design, though the curved text is very handy.
