Code instead of graphics

Stephen mentioned http://www.joinhand.org/ as a good site design, and I highly
agree.  However, I'd love to know how they created it (I've sent an email to
them, but haven't gotten a response).  It loads correctly in Netscape 3 and
higher and in AOL.  Those are the browsers I always test in.  Style sheets don't
work in Netscape 3, and some of the code I haven't seen before.  Does anyone
know what authoring tool might have been used, or where I can learn more about
some of the code on this site?
