IE 4.0 can have problems with calls to window.open if the machine at one
time had a beta copy of IE 4 installed which was never uninstalled prior to
the final IE 4.0 being released. The fix, painful as it seems, is to
uninstall IE 4 and then reinstall it. Fun fun.
