Problem with CSS layers (IE vs Netscape 6/7)

Hi, 

I have a CSS problem. The site I'm working on is laid out using named layers.  I can make it work well in either IE 5+ or Netscape & Opera 6+ ... but not 
both groups. I have it set now to work in IE...but in the other two, the light-coloured background of the main layer ("#pagetext"), which is set to 
"height:100%", drops out when you scroll, leaving the dark text against the dark page background. But if I eliminate the height property, Netscape and 
Opera are happy, but IE then shortens the height of the layer to fit the text, and since some of the pages have little content, this has a poor effect.

I've tried various fixes, including reversing the page and layer background colors, but nothing works. Any suggestions?
